Release maintenance of 20.11.x branch

Released version 20.11.18

Backport list: 4

  • Bug 28943 - Lower the risk of accidental patron deletion by cleanup_database.pl
  • Bug 26328 - incremental barcode generation fails when incorrectly converting strings to numbers
  • Bug 30172 - Background jobs failing due to race condition
  • Bug 19169 - Add a test to detect unneeded 'atomicupdate' files

Minor stuff

This plus the backported patches gives and idea of the stream of patches to process.

Not backported due to one of the following:

  • severity too low considering this is the oldoldstable branch of Koha, quick analysis
  • missing dependencies/not affecting my branch
  • not enough benefits compared to the risks of regression
