Serials routines need major refactor

Routines for handling serials are showing their age. In 3.4 the serials management package needs a thorough update. There probably need to be some db changes too. This should also allow us to address some functional improvements that users are raising: Better integration of acquisitions, better reporting possibilities, improvements to claims handling. A good test suite to test such fun things as serials predictions.
