Proposal for RM 21.11 joubu

I (Jonathan Druart aka Joubu) propose to continue and serve as Release Manager for the development cycle of the version 21.11 of Koha.

Goals and focus

I am going to continue and bring forward the give and take approach, and work closely with the active community members.

Most of my time will be on RM duties and help the 21.11 roadmap topics

Again, a special attention will be put on test coverage. Any changes to a module must be tested (no more exceptions for SIP, EDI, etc.)

Koha 21.11 will be released end of November.
