Translations

What's the criterion for being included in the list of "Complete or near-complete translations"? For nb-NO, opac and prefs are now 100% translated, but the intranet is at:

Words Translated: 42387/63923 - 66%    Strings Translated: 10097/11153 - 91%

91% of the strings are translated, but only 66% of the words. What is missing are the online help pages, apart from that the whole interface should be OK.

This paragraph was written exactly like this for 3.6. I suggest to split in 2 parts for 3.8, OPAC and Staff, and list the languages, with their %. ordered by decreasing % (and not listing languages that are less than 50% done) --Paul Poulain 05:16, 20 April 2012 (EDT)
