Review of coding guidelines
- PERL27: Return values consistency. If a method returns a list, and there are no items, it should return [] (empty list). If it is a scalar, undef.
- Reinforce good commit messages guideline https://wiki.koha-community.org/wiki/Commit_messages#Examples

It seems that QA team is permissive about the commit messages, for instance most of the commit title is a c/p of the bug report. However the guideline states that the bug report must describe the bug whereas the commit title must describe what the patch does. Should we reinforce it?
